Richard Chin, M.D.
President & Chief Executive Officer
Dr. Chin is a Harvard trained, Board Certified internist with extensive experience in drug development, including over 40 Investigational New Drug (IND) Applications for new molecular entities and new indications, and eight New Drug Applications (NDAs) / Biologic License Applications (BLAs). In Dr. Chin's most recent role as Senior Vice President and Head of Global Development for Elan Corporation, he had worldwide responsibility for Clinical Development, Regulatory, Biostatistics, Quality Assurance/Compliance, Chemistry Manufacturing and Control, Safety and Medical Affairs, comprising of up to 300 employees. Previously, Dr. Chin served in various clinical and scientific roles of increasing responsibility for Genentech, Inc., and ultimately served as the Head of Clinical Research for the Biotherapeutics Unit. In this position, Dr. Chin oversaw approximately half of all Phase I through Phase IV clinical trials for Genentech, including over 20 products. Dr. Chin also oversaw clinical due diligence for all non-oncology business development activities at Genentech and has extensive experience managing multiple corporate partnerships, including relationships with Boehringer Ingelheim, Xoma, Roche, Biogen Idec, Aventis, and Cor (now Millenium), among others. Dr. Chin began his career at Procter & Gamble Pharmaceuticals where he served as Associate Medical Director.
Products which Dr. Chin was instrumental in launching include TYSABRI®, TNKase™(for myocardial infarction), Raptiva® (for psoriasis), Xolair® (for asthma), Cathflo® (for catheter clearance) and Prialt® (for pain). He also has significant expertise in the development of angiogenic and antiangiogenic therapies. He played a critical role in developing Lucentis™ (for age-related macular degeneration), oversaw the Vascular Endothelial Growth Factor (VEGF) program for wound healing, and led the Avastin® non-oncology teams at Genentech. Also at Genentech, he led the Herceptin® cardiotoxicity team and oversaw multiple programs for Rituxan® in immunological diseases as well as the Hedgehog antagonist basal cell carcinoma program. Other products that Dr. Chin oversaw include Protropin, Nutropin, Pulmozyme, Azactam, Maxipime, and anti-beta amyloid antibody, among others.
Dr. Chin holds a Medical Degree from Harvard Medical School. He received the equivalent of a J.D. with honors from Oxford University, England under a Rhodes Scholarship. He graduated with a Bachelor of Arts in Biology, magna cum laude, from Harvard University. Dr. Chin is a Diplomate, American Board of Internal Medicine and is licensed to practice medicine in California. He previously served on the adjunct clinical faculty at Stanford Medical School.

Dai Chaplin, Ph.D.
Head of Research and Development & Chief Scientific Officer
David Chaplin, Ph.D., has been a leader in the field
of vascular targeting for the last 10 years and is one of the original
discoverers of Combretastatin. His original work formed the basis
for not only the development of Combretastatin A4 Prodrug with OXiGENE,
but also the subsequent vascular targeting development programs
at AstraZeneca and Aventis. Dr. Chaplin has more than 18 years of
experience in oncology research. Most recently, Dr. Chaplin was
Vice President, Oncology at Aventis Pharma in Paris. Prior to the
merger of Rhone Poulenc Rorer (RPR) with Hoechst Marion Roussell,
Dr. Chaplin was Senior Director of Oncology at RPR from 1998 to
1999. From 1992 to 1998, Dr. Chaplin led the Cancer Research Campaign's
(CRC) Tumor Microcirculation Group, based at the Gray Laboratory
Cancer Research Trust, Mount Vernon Hospital, London. Dr. Chaplin
has also served as Section Head of Cancer Biology at Xenova in the
UK and has held a senior staff appointment at the British Columbia
Cancer Research Centre. Educated in the United Kingdom, Dr. Chaplin
has a B.Sc. in chemistry from the University of Essex, a M.Sc. in
pharmacology from the University of Southampton, and completed his
Ph.D. in tumor biology at the University of London.

Patricia A. Walicke, M.D., Ph.D.
Vice President & Chief Medical Officer
Patricia Walicke, M.D., Ph.D., joined the management team at OXiGENE in August 2007 as Vice-President and Chief Medical Officer. Prior to joining OXiGENE, Dr. Walicke served as Vice President, Clinical and Regulatory Affairs at Avidia, Inc., where she was responsible for development of an IL-6 inhibitor based on a novel protein technology. Prior to Avidia, Dr. Walicke served as Vice-President, Clinical Development at Rinat Neurosciences, focusing on translational medicine for an anti-NGF antibody for pain and an anti-beta amyloid antibody for Alzheimer's disease. Avidia and Rinat Neurosciences were initially privately-held companies which were acquired by Amgen Corporation and Pfizer, Inc., respectively. Prior to Rinat, Dr. Walicke served in clinical development roles at Genentech, where she played a key role in the successful development and registration of Raptiva® and in the initiation of the Rituxan® program for multiple sclerosis. Her experience also includes work on the multiple sclerosis drug, Tysabri®, while serving as Director, Clinical and Regulatory Affairs at Athena Neurosciences, and provision of clinical research services while serving as Director, Medical and Scientific Services at Quintiles Pacific, Inc. Dr. Walicke has held full-time and adjunct academic appointments at leading medical research institutions and is a board certified neurologist. She earned her B.S. degree from the Massachusetts Institute of Technology, her M.D. from Harvard Medical School, and her Ph.D. from Harvard University. Dr. Walicke is an inventor on two patents and an author on over 90 articles, book chapters and abstracts.

John A. Kollins
Senior Vice President & Chief Operating Officer
Mr. Kollins joined OXiGENE in March, 2007 as Chief Business Officer and was subsuquently appointed to the role of Chief Operating Officer in July 2008. He brings to OXiGENE nearly 20 years of experience in the biopharmaceutical and biotechnology industry in business development, new product development and strategic marketing roles.
From February 2005 until joining OXiGENE, John served as an independent consultant and advisor to public and private biopharmaceutical companies, as well as GRT Capital LLC’s GRT Health Care LP investment fund, where he worked closely with the fund’s portfolio manager in evaluating biopharmaceutical and other health care investment opportunities. From 2004 to 2005, John served as Chief Business Officer of CovX and subsequently served as Chairman of the company’s advisory board until its acquisition by Pfizer in 2008. From 2003 to 2004, he served as Vice President of Business Development at Renovis, Inc., where he played a principal role in establishing the company’s first industrial research and development partnerships with Genentech and Merck. From 2000 to 2002, John served as Vice President Business Development at SurroMed, where he was instrumental in establishing the company’s first revenue-generating industrial collaborations with pharmaceutical companies.
John began his career in the biopharmaceutical industry in 1989 as a Product Manager at Immunex Corporation, where he contributed to the commercial launch of LEUKINE®, the company’s first commercial product, and served on the development teams for ENBREL® and other development-stage biopharmaceutical candidates. He subsequently served in new product commercialization and business development roles of increasing responsibility at Athena Neurosciences and Elan Pharmaceuticals. John earned a BSE degree (mechanical engineering and materials science) magna cum laude from Duke University and an MBA with honors from the University of Virginia’s Darden School.

James B. Murphy
Vice President and Chief Financial Officer
Mr. Murphy was appointed Vice President and Chief Financial Officer in February 2004. He has 26 years of experience in senior financial management positions, including 14 years at publicly-held companies in the healthcare, medical device and pharmaceutical industries. Prior to joining OXiGENE, Mr. Murphy was Vice President of Finance for Whatman Inc., of Marlborough, MA, a subsidiary of UK-based Whatman plc (LSE: WHM), a manufacturer of filtration and separation products for the pharmaceutical industry. During his tenure, he supervised the successful integration of then-publicly-traded HemaSure, Inc., a blood filtration products company acquired by Whatman in 2001. From 1994 through 2001, Mr. Murphy was Senior Vice President of Finance and Administration, and later Chief Financial Officer, at HemaSure. HemaSure was a spin-off of Sepracor (NASDAQ: SEPR), a diversified pharmaceutical, medical device and biotechnology products company where Mr. Murphy served as Corporate Controller from 1990 to 1994. He played a pivotal role in working with international investment banks to raise approximate $170 million in public and private equity capital for the companies. Mr. Murphy holds a BA in economics and accounting from the College of the Holy Cross and is a Certified Public Accountant.

Joel Citron
Joel Citron was appointed Chairman of the Board in 2002 and has been an OXiGENE
director since 2000. Mr. Citron has been the Chairman of Provide Commerce, Inc. (NASDAQ:PRVD), a San
Diego-based company since 2001. From 1998 to 2001 he was President and Chief
Executive Officer of Miami-based MasTec, Inc. Mr. Citron was Chairman of Proventus
Inc., and a senior executive of Proventus AB, a large international investment
company based in Stockholm, Sweden, from 1992 to 1997.

Roy H. Fickling
Roy Hampton Fickling joined our board June 2007. Mr. Fickling is the owner and President of Fickling & Company, Inc., a Georgia-based regional real estate development, brokerage, management and consulting firm, and a Director of several closely held investment and operating companies. In the past, he was a founding Director of two businesses, Rivoli Bank & Trust of Macon, Georgia, and Beech Street, U.K. Ltd. of London, England, an international healthcare administration firm. He was a major shareholder in and advisor to Beech Street Corporation, the largest independent healthcare preferred provider organization (PPO) in the U.S., prior to its acquisition by Concentra, Inc. in 2005. Prior to establishing Fickling & Company, Mr. Fickling was employed by Charter Medical Corporation, where he served in administrative roles for a medical surgical hospital and a psychiatric hospital.

Arthur B. Laffer, Ph.D.
Arthur B. Laffer, Ph.D., was appointed as a Director in June 1998, and serves on OXiGENE's Audit Committee. He is the Chairman and Chief Executive Officer of Laffer Associates, an economic research and financial consulting firm. Dr. Laffer is Chairman and Chief Executive Officer of Laffer Investments, an institutional money management firm. He is a founding member of the Congressional Policy Advisory Board, a group selected to shape economic policies in the One-Hundred Fifth Congress. Dr. Laffer was a member of President Reagan's Economic Policy Advisory Board from 1980 to 1988. He was also a member of the Policy Committee and the board of directors of the American Council for Capital Formation in Washington, D.C. Dr. Laffer formerly was a Distinguished University Professor at Pepperdine University and a member of Pepperdine's board of directors. He was also the Charles B. Thornton Professor of Business Economics at the University of Southern California from 1976 to 1984, and Associate Professor of Business Economics at the University of Chicago from 1970 to 1976. During the years 1972-1977, Dr. Laffer was a consultant to Secretary of the Treasury William Simon and Secretary of Defense Don Rumsfeld. He served as the first Chief Economist at the Office of Management and Budget under George Schultz from October 1970 through July 1972 while on leave of absence from the University of Chicago. Dr. Laffer received a B.A. in Economics from Yale University in 1963, prior to which he also attended the University of Munich, Germany. He received an MBA (1965) and a Ph.D. (1972) in Economics from Stanford University. Dr. Laffer serves on the board of directors or board of advisors of numerous public and private companies including Nicholas Applegate Growth Equity Fund (NAPGX), William Lyon Homes (NYSE: WLS), ProFlowers (private), Clark/Bardes (public), Qualmag (private), Endovascular Instruments (private), SonicTelecom (private), Virtualcom (private), US Script (private) and Castle Creek (private).

William D. Schwieterman, M.D.
William D. Schwieterman, M.D. joined our board in June 2007. Dr. Schwieterman, a board-certified internist and a rheumatologist, was formerly Chief of the Medicine Branch and Chief of the Immunology and Infectious Disease Branch in the Division of Clinical Trials at the Food and Drug Administration (FDA). In these and other capacities, Dr. Schwieterman served 10 years at the FDA in the Center for Biologics overseeing a wide range of clinical development programs for a large number of therapeutic candidates. He worked closely with industrial sponsors developing new drugs in a variety of therapeutic areas, including pulmonary medicine, neurology, sepsis, hepatitis, rheumatology, infectious disease, solid organ transplantation and wound-healing, and also with FDA reviewers of vaccines, devices (CDRH) and oncology products. Dr. Schwieterman helped author the FDA's "Good Review Practices" for investigational products, and was instrumental in developing several guidance documents for industry. He currently serves as an independent consultant to biotechnology and pharmaceutical companies, focusing on clinical drug development and regulatory matters.

William N. Shiebler
William N. Shiebler was appointed as a Director in 2002. After a career as a Senior Executive in the asset management business, Mr. Shiebler is currently active in a variety of business, community, and charitable organizations. Until January 2007, he was an Advisory Vice Chairman and former CEO of the Americas of Deutsche Asset Management, the asset management arm of Deutsche Bank. Prior to that, he was a Senior Managing Director of Putnam Investments, and President and COO of Dean Witter’s Intercapital Division. He is currently active in family investment businesses; TreeTops Investment LLC and
TreeTops Corporation LLC. Mr. Shiebler is a Director of Attensity Corp., as well as an advisory board member of several corporations. He was a member of the Presidential Commission on Medicaid, a Trustee of the Salt Lake Olympic Committee, a Trustee of Kean University and is currently Chairman of the Park City Center for Public Policy, and a Trustee of the U.S. Ski and Snowboard Team Foundation, among other charitable and community organizations.

Per-Olof Söderberg
Per-Olof Söderberg was appointed as a Director in October 1997. Mr.
Söderberg is CEO of Dahl International AB, Stockholm, Sweden. Dahl
International is the leading wholesale operation in the Nordic region and
Poland in sanitation and heating products. Mr. Söderberg is also a director
of the board of the publicly-traded Bergman & Beving AB a leading trading
company in Scandinavia and Ratos AB an investment company. Among his other
appointments, Mr. Söderberg serves on the board of directors of Martin
Olsson, a wholesaler of food based in Sweden and Skandia Investment
Management. He serves also on the board of the SSE, the Stockholm School of
Economics.

J. Richard Zecher, Ph.D.
Dr. Zecher was elected to our board in June 2004. He is a founder of Investor Analytics,
an Internet-based risk management
system that supports portfolio managers, and the head of the Investor Analytics
Research Institute, the research arm of Investor Analytics. Prior to that, he was
President and CEO of UBS Asset Management, Inc., and of its predecessor, Chase
Investors Management Corporation. From 1986 to 1990, Dr. Zecher held the positions
of Treasurer and Global Risk Manager at the Chase Manhattan Bank, and from 1981 to
1986 he was the Chief Economist at Chase. He served as a Public Director on the
Chicago Board Options Exchange from 1979 through 1997, and was Chairman of its Audit
Committee from 1988 through 1997. At present, Dr. Zecher is the Chairman of the Board
of Queensboro Management, Limited and a board member of Investor Analytics LLC and Sutton
Asset Management LLC.
